照理來說不是意思是我可以一點到
所以是一點以後嗎?

通常的文意是我最快能夠在某個時間點「之前」趕到

以外國人的約人禮儀習慣，到訪的話就比約定的時間早五至十分鐘到達最方便主人家。參加面試的話，再早少少作準備也無妨。

"By 1pm" means not later than 1pm. As to when exactly the interview will be, it is not mentioned at all.
